A long time ago, I bought a Super Smartjoy, an SNES-to-USB adapter. It worked amazingly with one of my real SNES controllers on windows XP, just plug and play. Then, I got a new computer. When I plug it in, nothing happens and no programs recognize it, but when I unplug it, the computer makes the 'device plugged in' noise and the 'device removed' noise in rapid succession. Also, when I go into the device manager and select the USB port that the controller is connected to, clicking on the 'power' tab while the controller is plugged in will cause the device manager to become unresponsive until the controller is removed.

That's one reason why Windows 7 sucks. But anyways, there is one thing that might work. First, you will need to upgrapde to professional or higher (just look up the product id for free upgrade). Then, you could get windows xp mode for windows 7 professional and up, and try the controller through xp mode. I doubt it is worth the hassel, but, it might work since you said it worked on your windows xp computer.
Also, you might try 32-bit mode. Windows XP mode link: Pop-Tart Cat. I'd recommend checking the Control Panel for these 'gaming units' (it has a controller as an icon). If your controller is listed there something is odd. Try un-plugging it and plugging it in and see what happens too.
Otherwise, you could try finding your device in the Device Manager. It'll most likely be categorized as plug-and-play if it's to be found. If you find it you should right click the device name and update the drivers.
